The ultimate "stage" for serious weight lifters would result in burning fat while bulking muscles. However, it seems nearly impossible to do both at the same time. Therefore most of us go through bulking phases and shredding / cutting phases. Use common sense and plan your bulking phase during the winter, where the chub can be hidden under clothes. When spring comes near, that's when to start following a strict diet and increasing cardio.
